Does the introduction of the failed delivery charge change T&Cs of my contract with BOC and do I need to sign a new one?

No. The General Conditions of Sale already include clause 1g, whereby BOC may charge for abortive journeys. The terms and conditions are repeated in standard gas supply contracts.
